Yes, Photoshop will do that. It takes a LOT of tweeking and practice but it
will do a good job once you learn how.
Before you spend a fortune on Photoshop, there is a FREE program that will
do much of what Photoshop will do. Go here

PhotoPlus 6.0 - Photo and Image Editing (19.4 meg.) and / or
DrawPlus 4.0 - Graphic Design and Vector Drawing (24.7 meg.)

As some of you may recall, I began work on a book on files and filing
back in April. I'm about 50 pages (8.5 x 11) into it at this point and
am about to embark on the sections covering technique and exercises. It
is my intention that this work be copiously illustrated. In addition, I
want the illustrations to be a clear as possible. To that end I plan to
use drawings in favor of photographs because they contain far less noise.
My question is about Photoshop. I have some recollection that
photographs can be converted into a pencil-like drawing, much like the
illustrations of George Dixon in the Hammer's Blow, back when. Does
anyone here know if that is in fact so, or have I had too much LSD with
my morning coffee?
Any help would be appreciated. Thanks.
