Oxalic acid is a chelating agent and is effective at dissolving metal ions. It will not oxidize iron to iron ions, however.

Rustoleum sells a cleaner stripper set up of a little white bottle and a
worthless blue scratch pad, I don't remember what they call it, but the
paint stores and some hardware stores handle it. It is mainly oxalic (?
spelling) acid. I used it to clean a bunch of stainless that was of poor
grade and in correctly welded. It had rusted exposed to salt air and fish
guts and this stuff cleaned it up. Using gloves I painted it on with a
piece of rag, waited a while and used green scratch pads for scrubbing it a
bit. Worked nicely and the only reoccurrence was very light rust at the
improper welds
