Folks:  I have had good luck producing a scale-free, pitted surface by 
soaking (pickling) the pieces in a dilute muriatic acid solution.  The 
length of time in the pickle dictates the amount of roughness; i.e.: longer 
pickle = rougher surface.  This pickle also removes scale, which is wire 
brushed off to reveal a surface that can be eggshell (overnight pickle) or 
decidedly rough (2-3 days pickle).  This pitting is an excellent 
pre-treatment which holds surface colorants well, be they linseed/beeswax, 
paint, tinning or gilder's paste.

You can also roughen the surface with a needle gun, which works well, 
especially on heavy scale, but the acid is less labor intensive and gets 
into crevices better.

You can hand wire brush off the scale or power wire brush, which leaves a 
bright but rough surface.  These surfaces are then cleaned with acetone 
after drying, and then colored with gilder's paste.  Use a clear surface 
treatment over the gilder's paste.

I use the strength of muriatic acid used in swimming pool maintenance (20 
baume) and dilute it at one gallon of acid to 10 gallons water.

This is a hazardous process, and the acid is added to the water, not the 
reverse.  It will still fume, so wear protective clothing and appropriate 
mask.
