For home made dies -- I recommend making them out of railroad rail, it is
about a 1080 steel and harden as you would any hammer. In fact you can use
rail as is and get a lot of life between redressing.
Another good material is leaf spring for the working surface.
Remember there is no magic in super quench -- it is just a very fast quench.
If you are going to go to the work of making dies, use a good tough steel --
a steel that would make a good hammer is one way to think about it.
