Don,
You could try making a jig from another piece of stock. Take a piece of
say 5/8" square by 2" long and drill a 3/8" plus a couple of 64ths hole
in it about halfway. Then without moving it in the vise run a 1/8"
drill through it all the way. The taper on the larger drill bit will
create a tapered hole that will center the smaller bit. The result
should be two concentric holes the larger of which will slip down over
the piece to be drilled and the smaller of which will ride on the drill
bit, centering the bit into the work. It might even be more accurate to
just use the collar tool to center punch the work--less chance of the
collar wearing and getting sloppy as it spins on a number of
pieces--but then you have to make absolutely sure that the workpiece
you're drilling is exactly vertical or the more time you'll spend with
a fencepost level, assuming your press is right on the money...the
longer the collar the more likely you'll get it all lined up straight,
obviously.
