Exactly what is frozen??

Well, to cut to the chase.  Cold anvils take away heat from the work.  So,
if you are skilled, hold the piece above the anvil between blows to minimize
the heat loss to the anvil.  Still, if you look at the temperature
differential it doesn't mean too much as best I can tell.  For example::

Metal temperature of 1800 F, anvil temperature of 100 F, difference is 1700
degrees.
Metal temperature of 1800 F, anvil temperature of  20 F, difference is 1780
degrees.
So, a cold anvil is only .04494382 colder than the warm anvil.  That is
about 4.5%.  Measurable, but not metal threatning<G>.  Yes, it will have a
(possibly noticeable) effect.  

If you hammer often enough, you will notice that the anvil will warm up from
the heat of the metal being worked<G>.  So don't stand around jawing all the
time and hit hot metal a bunch<large grin>.

As far as forges.  If they are not wet (frozen), but are only cold, I would
say to just bring them up to heat not too fast in order to keep the heating
even and the stresses even.

Excellent on your first public demo.  I think that you will find that they
will be LOADS of fun<G>.

Once, I remember it was about 10 F.  Big Bob brought a cooler of hot water,
with his anvil inside.  Worked ok, but was wet (water sucks heat quickly),
and as it dried off, it rusted<G>.  Or so that's the way I remember it<G>.
