Sorry if you just hit on a raw nerve with me but if you think involving the
police is the answer, you are right they will take a report, start a case,
do their honest best, etc., etc. In the end you will be left empty handed.
The real answer lies is changing phone laws. Simply put, unlisted numbers
are absolute, completely infuriating bull, when it come to allowing assholes
to place untraceable calls. In my opinion, if you call me (solicited or not)
you have no right whatsoever to hide your number. Your rights to privacy
should be absolute with respect to incoming calls but there is no way  you
should be able to hide who you are when you call me. In essence, you are
knocking on my door and you should have to identify yourself.

It will be interesting to see the spin within the group but for those of use
who have gone through it, the only answer is changing the laws. Clever
Internet/investigatory/whatever suggestions will go nowhere until the legal
structure changes.
