Jayson,
I'm a newcomer here myself. I also live in suburbia. I built a small
shed, about 6x8 with a 2' overhang, as my blacksmith shop. It's tight,
but it works. There are plans for an easy-to-make pipe forge on the
abana site, www.abana.org (abana is an org worth being a member of, by
the way) that would be fairly inexpensive to make. Also, used gas
forges do happen from time to time, so ask around. I would recommend a
gas forge because of the ease of use (much harder to burn your metal
up), low maintenance, lack of smoke, availability of fuel (propane),
and the fact that it's really just a super hot barbeque, so most
counties and HOA's don't have rules against them.
