Auto paint and auto body supply stores sell a dilute phosphoric  It is 
called metalprep.   Some sell a stronger solution that you dilute before 
use.  It is wiped on before primer to convert/remove any seeds of rust 
that can grow beneath the paint layer.    Phosphoric is also the active 
ingredient in naval jelly.   After years of removing rust and trying 
about everything, I haven't found anything chemical that works better 
than phosphoric, preferably in a strong naval jelly, not the weak stuff 
sold at wallart.  I have even tried the "converters" out there that turn 
your rust into a black texture that can't be removed with a chisel.    I 
haven't had a chance to use the electro removal process yet though, 
always been too easy to sandblast so far.
