Hi Don:
If you just want angles, use a hydraulic jack in a welded up frame.  use 
heavy angle iron sections,  one nested in the other for the brake part. 
weld one to the frame and attach the other to the hydr cyl. Stick the 
stock inbetwixt and pump the handle.
Note that Streeter  has a series of shop made jigs for that in his 
book.......Pete F
