Don- what you really need is a hossfeld bender- it will bend any size 
strap you want, cold, up to 4" wide and maybe 1/2" thick. And then it 
will bend anything else you want, too.
Or you could buy one of those cheaper hossfeld copies from shop 
outfitters or one of the other companies that makes them.
But if you really want just a little bender that bends flat bar and 
nothing else, there are a ton of them on the market.

The germans make some really slick ones- eagle bending carries some, 
although I cant find them on their website

and there are a couple of cute ones at Knuth- their part no.s 129122 is 
a $268 bender that will do 4" x 1/4" flat bar cold.
their part no. 130127  will do round and square up to 1/2", flat up to 
1 1/2" x 3/8" for $350.

or you could call Harry Haack at Glaser 888-668-8427 and see if he has 
any of the glaser benders- they are really well made german benders 
that run $600 and up, but will outlast you. Or just get him to send you 
a catalog, and you can see how they are made and try to build one. The 
Glaser catalog is pretty amazing- cnc twisting machines, the best hand 
scroll benders, and 130 pages of oddball german blacksmith and 
ornamental iron machines the likes of which you have never seen.
