Our county "recycling facility" is rigid about forbidding scroungers.
But this week and next are the semiannual "Big Junk Days" and so far,
nobody has forbidden scrounging from along the roadside.  I just built
an exhaust system for the welding table all from stuff scavenged last
spring -- squirrel cage fan, motor, steel tube, 12" ductwork, plywood
-- except for some 1/4" bolts.  Some of the stuff people put out by
the road for the occasion is amazing.

About the political signs:  Maybe you can find out who locally is
making them and scrounge their dumpster for off-cuts.
