Mike, this statement is technically true.

That's the carrot.

However, I think I'm the second person on this list to point out that any
organization that does politically incorrect research or counseling such as
stem cell research or family planning outreach does so at the risk of losing
ALL federal funding, no matter how big a part of their program it is.

That's the stick.

Be good, you get a carrot. Be bad, you get whacked.
