If you extension cord is the right gauge wire there will not be any 
more loss than with extending the welding leads. The simple  equation 
for loss in a conductor is I^2R or (current in the cable x current in 
the cable) x resistance of the conductor. So as long as you have a 
suitable size (low resistance) conductor it doesn't matter which 
cable you extend. From a practical economic view the power line cable 
is going to be much cheaper because it carries much less current and 
can be smaller therefor cheaper but you can extend either one with 
acceptable loss over the distance we are talking about.
