Personally, I tend to try to keep all the picket spacings the same, and 
take up the difference at the ends.
But depending on the technique, sometimes the spacing isnt that exact 
anyway- we did a lot of fence last year where the pickets were riveted 
on, and between drilling holes in the rail, the picket, and then 
squishing the rivet, it was inevitable that there was up to a 1/16" of 
an inch variation between them. So it would have been easy enough to 
cheat things a little where needed.
I dont think a universal rule can apply in a case like this- what looks 
good when you have factory made square tube might be different from 
what you can get away with with hammer textured heavily forged tapering 
sections.
