Try checking ,in this order the following.
1. Air pressure. Are you generating what the hammer needs in the first
place.
2. Piping size including any valves. Do not trust the size embossed on
the valve. 1/2 inch means the size of pipe that the valve connect to. I
have some 1/2 inch valves with less than 3/8 opening inside the valve.
Check for the term "full port" on the valve.
Pay attention not only to the pipe size, but the number of elbows and
the length of the pipe. ( You can breath through a soda straw, but not a
garden hose. Bigger is a relative thing.)
I do not think that tank size would cause your problem. As an experiment
I can run my Bull hammer flat out off of my nail gun compressor, for
about ten seconds. Then it is useless until the air build back up.
I normally run off of a two stage compressor with a sixty gallon tank.
My money is in skimpy piping/airline.
