The neatest design I have seen was built for a milling machine.  It was
detailed in one of the Village Press magazines ( Home Shop Machinist or
Projects in Metal)   It was basically an outer stand with normal legs.
Inside was nested a shorter stand with casters.  A hydraulic bottle jack
was bolted to the wheeled stand.  When you jacked it up, the legs
cleared the floor for moving it around, then you lowered it for use.
