When I moved to western North Carolina I built a 'blacksmith shop 
w/apartment'.  That was how the project was describedI applied for the 
building permit.
I also looked into who and how many burn coal, either commercially or 
residentially in my area.  I was surprised at how many burned coal for 
home heat.  In the Asheville, NC area, about 15,000 'burners of coal' 
exist, many in home, coal burning, stoves.

I have found that doing the research and getting certain 
legalities/precedents established long before the need arises, can 
address both worries and problems.
