I have a 5 HP phase converter. I run a 5 HP lathe and two 3 HP mills on it.
You only need a phase converter larger than the motor you are starting if it
has to start under a load like a compressor.
With my 5 HP phase converter, after starting my 5 HP lathe I could then
start a 10 HP motor.
As to electrical use, 3 phase motors are more efficient.
