I must say I always use the same size wire as tip and have had no problems,
but then again I live in a very dry climate.  Possible this recommendation
is 
a solution for those with a pitting problem on their wire.  Has anyone else
ever heard of this?

The tip is called a contact tip there is a camber in the wire that 
causes the wire to have a continuous contact . A larger sized contact 
tip than the dia. of the wire will cause sporadic arc,
burn back and really skew up a good weld. There is also a helical twist 
to aid in the flow of current.
