Aaron,

I'm not sure if you can get an even enough heat between the heavy grounding 
tod and the thinner roofing.  I also think that the copper might melt at 
about the same temp as the brazing rod.  The short version for brazing is 
to heat the material to be brazed to a red heat and use the heat from the 
material to be brazed to melt the brazing rod.  really it's the same as 
soldering only at a higher heat than most solders.

I'd hate to redesign you project. But have you thought about making the 
feather in one piece from the roofing with a fuller groove down the front 
center.  You could lay the grounding rod into the groove and rivet with 
small counter sunk copper rivets.
