This is an age old trick. It is used in IT all the time. Bid $1m for
a $20M job. By the time you're that deep into it, the client almost
always refuses to do what is right in preference to CYA tactics. Main
problem there, and in the case of this war, is that people making bids
are not swung by their nuts when they fail to deliver. Were that the
case, much of this hanky panky would vanish most mysteriously.
