How thick of material do you want to cut, 10" long?
Hot, or cold?
Tell us what you really want to cut, and we can point you towards
available products to buy, then you can decide if you want to try to
copy a design and build your own.
I know of several different levels of shears that will cut 10", but you
gotta take into account the tonnages required, if you are talking cold.
16 ga is not a big deal- a beverly type shear will do that, but of
course it has tool steel blades, and a mass of maybe 35lbs, or up to
100lbs to cut 10ga.
But much thicker than 1/8" and you are talking power, not hand. My 50
ton hydraulic ironworker will cut 10" of 1/2" plate, but thats 50 tons.
Even 10" of 1/4" plate is a pretty hefty hydraulic shear.
here are a few websites to look at shears:
Beverly shears- the biggest one, a no. 3, will cut 10ga, or 1/8", but
it costs over a grand. Worth it, as it will outlast your shop and a
couple more shops after that.

Bench shears for cutting bar (BFS) which will cut 3/4" square, but only
4" long plate., and then a really cool giant paper cutter shear that
will cut 16 ga (khs 1000)

Go to sheet metal tools, then look under cutting machines
a jet bench shear, but it is only rated to cut 11" of 1/8" plate.

Then there are standard sheet metal jump shears, which will cut up to 4
feet of 16 ga, and then there are power hydraulic shears that go as big
as you want- need to cut 12 feet of 1" plate- no problem.
