As you mentioned, I have seen where WD-40 will cause swelling of rubber
seals. Additionally many of the automatic transmission "quick fixes" use
various solvents to swell worn out seals, so they seal again for a short
time.
Seems like swelled seals are sticking, although I have no power hammer
experience, this is similar to other types of systems.
