That's not the style of flap wheel I'm suggesting ... they look somewhat 
like a drum sander bit except it has sandpaper flaps ... yeah, it dawned on 
you, eh?

It will give a look similar to what you'd get if you took sandpaper in your 
hand and ran it lengthways down the tube.  The drill sanding wheels, not 
disks, are good if you're doing a lot.  But you can get away with a hand 
job if there's not too much there to work on.
