Bio Biodegradable CDs? 

There was an "experimental" biodegradable  plastic developed using a high 
ratio of corn starch.  It made headlines in the farm news. One use was 
garbage sacks.  They were strong initially, but were "programmed" to break 
down: could be attached by micro organisms to break down  over time. These 
were not exactly water soluble, but wet conditions favor bacteria.  I 
believe that these were briefly commercially available, but these came out 
about 20 years ago, following a Presidential leadership change, and an 
apparent pendulum shift from environmental to an anti environmental 
sentiment in the USA.
