I think I have the picture now, the lead is filling the space between the
concrete and copper drain pipe.

If there's room you can carve the lead out with a good sharp chisel. A
single bevel works better for this kind of thing than a double bevel,
basically a wood chesel rather than a hot chisel.

If it's too deep in the floor or too narrow for a commercial wood
chisel/gouge forging one up shouldn't be a problem.
