Hokay -- plan B -- cut off the steel sleeve at the end of the bronze. Use a 
hacksaw/ grinder/whatever and slit the steel -- taking real care not to cut 
into the bronze.
roll the sleeve the steel into a smaller tube and remove -- this is the 
usual formula for removing a rusted bushing sleeve in the suspension of a 
240Z. -- replace the
steel and redimension the clearance. Try again.  Not pretty but better than 
junking both.
