	Maybe.  Notice that in the bill is is specified that the work
	must be "related to the purpose or function constituting the 
	basis for the donee's exemption under section 501"

	Who makes that determination?  What are the standards?  What
	is the precise mechanism?  It is not stated, which means that
	in reality it relates to the purpose if the IRS says it does.
	I would not want to hang my hat on that.
