The simple answer would be to build something like a pipefitters hoist.
It is essentially a vertical pole with a cross bar at the top. At the end of each end of the cross bar is a pulley. A cable winch is mounted on the vertical pole around waist height and the cable is threaded through the pully and then there is a hook. I guess the best image might be a hall coat tree on wheels with a winch.
