Ed,
1. chuck up the piece.
the vice is connected to the far end of the spring mount via a threaded rod.
2. tighten the nut on the front spring mount.
this compresses the spring.
3. clamp the front spring mount to the rails (old vice-grips)
4. loosten the nut on the threaded rod.
this allows the spring to push the rear mount, thus pulling on the threaded
rod,
thus pulling on the vice mount (which of course is floating) thus pulling
tension
on the work piece.
