Try steel building dealers, they use them to fasten the columns to the
concrete pier. Machine shops usually custom make them like others
suggested.
But if that's the kind of thing you plan to do with it, just use threaded
rod with a standard nut on the end embedded in the concrete. The American
Concrete Institute says the J bolts fail by the tail straightening out.
Some engineers still use big plate washers instead, but they create a
failure plane in the concrete. Just the nut is the strongest.
