Finally got out to the shop and measured clearances. From the working plate
on the press to the flywheel at half mast was less than 30". But to the
floor from the plate was 36", so if I made the stationary bar single and the
working bar double, we could bend it to the floor clearance! ta!da! (great
satisfactions come from small insights :)

Nope, not if you had a real short throw to the crossarm and it was
inside the diameter of the piece you were bending. You might have to
remove the vertical handle, but that is doubtful. (Remember Grasshopper,
that the crossarm is adjustable by placement on the screw shaft, and the
stop.)
You are correct if the press has a wheel.
