Dan,

Low hydrogen rod (7018) is fine in an oven etc.  6010 should not be 
heated in an oven, it will ruin the rod.  I'm guessing 6013 and other 
mild steel rods shouldn't either.  Toss the rod, then ask at your 
trusted welding supply to confirm.  My 2 cents.
