Sorry I didn't respond sooner - been busy!
I've done lossa work on gas tanks 'n' other vessels
that contained flamables.
My Dad was a mechanic and he used to fill gas tanks
with stove oil before welding them. He'd fill 45
gallon drums with water before cutting.
Working on gas tanks, I was them with soapy water,
drain, and then stick the shop air hose in the tank
and let the air blow for awhile. For profane, I'd do
it with the opening to the bottom. Then, with the air
still flowing, cut away!
Most flamables have a lower explosive limit of 5 to
10% so if it's 98% normal air, it wont ignite. Lossa
water vapour (from being washed) helps make sure.
