#1 you could d oit on the horn.  Why just use the top?
#2 forks can be : a pin welded to the top of an angle iron X2 fully
adjustable in the post vise.
#3 cut length is proportional to the thickness of the "tire".  Cut to length
of pi X d, scarf ends add ~ 2X t
to take care of centroid .
