A good way to fasten an anvil to a stump is to screw lag bolts into the 
stump about 8-10 inches down the side of the stump on either side of the 
anvil.

Attach 2 lengths of chain to one lag bolt and string the chains across the 
feet of the anvil to the other lag...  cut the chain short and place a turn 
buckle between each of the loose ends of chain and to the lag. This will 
allow you to pull the chain very tight to keep the anvil from walking.

A 400# anvil might not have to be tied down, but anything less than 200# 
definitely needs something to keep it from walking off the stump.
