You put the wooden wedges in after you have aligned the dies, so in your case, and mine too, for that matter, you have bigger wedges pounded down farther on one side, smaller wedges in the smaller gap. The idea is the wedges keep the anvil where you put it. It would be nice if the original manufacturer made the anvil fit exactly centered in the hole in the frame, but many of them didnt.
