Larry's solutions is used often in industry as well. Also there are 
maintenance welding electrodes that are designed for that very purpose. 
The flux ends up puddling around the puddle protecting the threads when 
the broken tap is below the surface. Then you weld up past the surface 
and weld on a nut.
I had completely forgot the technique. That's why this list is so 
valuable.
