Bob;

   You are right about, "after you chip it", of course, the protection
is gone.  BUT... the powder coatings I've had to deal with that were
done by a local company took "GREAT" effort to chip.  I've seen it
stand up to soft steel wire brushes, took real abrasives to move it
and it just didn't chip.  Not sure what you've seen, or who applied
what to what...

stuff but it seems to me to just be a different way to put on paint.
if you chip powder coated stuff, and it seems to chip pretty easy, it
rusts just like if the paint had been sprayed on or even brushed on.
