The TECO/Westinghouse VFD units from 1/2 HP to 3 HP are rated single phase/three
phase input with out put at the units rating. Over 3 HP they are three phase
only rated, these are the ones that will work on single phase derated by about
50%. The way they work is the 60 cycle power in is rectified to DC voltage and
then the electronics in the box convert the DC voltage into three phase at what
ever frequency that you have the box set at which is what gives you the speed
control.
Any way, don't argue this with me, I am just quoting Westinghouse the maker.
