I don't think so Tim.
I don't know of a VFD designed for 2 phase to three phase conversion. 
They will work. and you can run a 2 hp motor with a 2hp vfd but not as  
long.
Think about it. You have two legs of current comming in and three legs 
of current going out. This is on a vfd that was designed for 3 legs in 
and 3 legs out. Don't you think the 2 legs or wires are going to have 
to be beefier?
P=IE
2 legs in I = I1+I2
3 legs in I = I1+I2+I3
You also lose some power because 3 phase is more efficient than 2 phase.
3 phase is closer to DC constant current
