John,

Have you been using either Butchers or Johnson's furniture paste wax?  Are 
these still tacky?  If so, I'd think that the linseed oil isn't quite 
cured.  I'd either wait a little longer to wax or wipe the linseed oil off 
after you first apply it so that the application is as thin as 
possible.  Two coats of linseed oil 72 hrs apart would be better than one 
thicker coat as it will cure much better and harder.

The commercial paste waxes have solvents in them and that may be the 
problem.  The solvent might be dissolving some of the linseed and mixing 
with the wax.  In that case it'll take a lot longer for the linseed/wax to 
harden ... if at all.
