I got rid of an annoying little wobble
on my anvil in the same way. Just lay a
piece of wax paper on the stand, apply a
gob of RTV set anvil on the gob, damp
fire in forge go home for the night. The
next day there is no more wobble and the
anvil is still movable.

I don't know whether this glues the anvil down, or if the anvil is free to move. I dozed off a couple times during the demo (no fault of the demonstrator - I didn't sleep so well the night before) so that gives you an idea how quiet the anvil was.
