Dan - The steel inserts for the jaws are missing. But if they were there
the top of the jaws would meet just like you'd expect.
Plumbers vise is what I'm thinking, too. The hollow cast iron anvil part
wouldn't stand up to hot forging, but would seem to be substantial enough
for some riveting or flattening copper tubing and the like.
