[TheForge] fluorescent lamps in the shop

Bruce Freeman and Steve McGehee have both talked about the pros and cons of
fluorescent lamps.  My question: once you get one turned on either via torch
or zero degree ballast, is the light output less in a cold building??  My
shop is an uninsulated/unheated polebarn.  I was led to believe that in low
temp (30 to 50 degrees F) situations fluorescent lamps do not give off as
much light as they do when the temperatures are higher.  If true, how much
less??

Second question:
How much more expensive are the zero degree ballasts and can you install
them into the "el-cheapo" fluorescent light fixtures that you get at Walmart
etc.
