You seem to be trying to apply logic to the law.  I doubt that the advent =
of the magnetic door strip will keep you from getting ticketed for putting =
a refrigerator out for pick-up with the door still attached.

Wasn't it the Iowa legislature that redefined pi to be 3?

And thus the advent of the magnetic door strip.  I don't recall the
last time I saw a fridge old enough to have a latch, but without
outside interference, you can't be locked in a magnetic strip door, no
latch.  Magnetic, obviously, is easier to make seal reliably also.
