It could be a chainmakers anvil if the hole was square all of the way 
through.  The original posting mentions it at 1.5" diameter, indicating to me 
it is round.  The square holes in the chainmaker's anvil were for holding 
stakes to give another surface to forge the round links on.  I have not seen 
any chainmakers that had round holes.  This is a point that needs to be 
clarified before anyone jumps to any conclusions.
