No, actually, a potential contractor submits a bid based upon the bid 
criteria established by  the Board of ABANA.
In the case of the Publications and the Central Office, the "bid 
solicitations" were put out by the same Board person.  There appears to 
have been different bid criteria sent to various potential bidders in 
both cases.  Did the entire Board review and approve of the Publication 
and Central Office Contract Bid packages in 1999 and 2000?

In the case of Publications, former ABANA President Bill Fiorini  should 
be able to shed some light on why the Board was only presented with one 
bidders submission at thee fall Board meeting.  It is my understanding 
that he signed for a bid package prior to the Board meeting, Nov 2000 
that was "tabled" by the ABANA Executive Committee.  Did the entire 
Board review both submitted Publication bids in 2000.  It is my 
understanding that another 'former President' of ABANA has the signed 
receipt.........
