	Almost certainly so if you go back far enough.  It would be nice
	to think that we would choose to quit behaving this way, but
	people do not change, so I suppose we can only do our best and
	not expect too much.  It's just that the technology of warfare
	has changed the stakes greatly.  Killing a few thousand on a
	field of battle is not a big deal.  Killing millions in a fell
	swoop isn't even that big a deal.  Leaving the earth uninhabitable
	for those remaining... that's something of a big deal.
